Highways & Access

A detailed Transport Assessment is being prepared to support the application. This report assesses highways safety and capacity of the surrounding highway network to ensure that the development can be safely accommodated. This will be reviewed and assessed by the local highways authority and National Highways during statutory consultation on the planning application.

The proposed development would be accessed via a new priority junction to Derby Road. The access will provide suitable visibility splays, pedestrian connectivity, and a carriageway width that accommodates refuse and emergency vehicles. The opportunities for sustainable travel and the impact of the proposed development on the operation of the local highway network will be assessed in the Transport Assessment.  Should there be any adverse impacts, measures will be introduced to mitigate those impacts.

The proposed development will be designed around a clear and easy-to-navigate street hierarchy. A primary access road will lead into a network of streets and private drives, creating a safe, low-speed environment that naturally encourages pedestrian priority. This approach supports a high-quality residential setting and reflects current best practice in urban design.

The scheme will also enhance local walking and cycling opportunities. New pedestrian and cycle routes will be provided as part of the proposals providing direct connections to Melbourne and the wider area. These links will offer attractive, off-road connections to the surrounding countryside and the settlement’s centre, supporting active travel for everyday journeys.

A key benefit of the site is its excellent accessibility to public transport. A bus stop is located on Derby Road directly opposite the site, providing access to regular services, including multiple trips to Derby each hour. This frequent service offers an attractive alternative to private car use for commuting, education, and leisure trips, helping to promote more sustainable lifestyles for future residents.

Melbourne is a highly sustainable settlement, offering a wide range of day-to-day facilities within easy reach of the site. These include primary and nursery schools, local shops, pubs, and a GP practice, all of which contribute to the wellbeing of the community. The proximity of these amenities supports opportunities for walking and cycling, reducing the need to travel further afield and reinforcing the overall sustainability of the proposed development.
