Site Location and Context

The application site is located at 178 Derby Road, on the north-western edge of the settlement of Melbourne within South Derbyshire. As illustrated on the submitted Site Location Plan, the site comprises an irregularly shaped parcel of land that currently accommodates an existing residential dwelling (No. 178) together with its associated garden areas and open land.

The site is bounded to the south and west by Derby Road (B587), which functions as a key local route connecting the settlement to the wider highway network and providing direct access towards Melbourne town centre and surrounding villages. The eastern boundary is adjoined by the F Jackson & Son Farm, while field boundaries provide physical containment to the north with Main Street further afield.

The immediate context of the site is characterised by a mixture of residential properties and agricultural uses. To the south, west and south-east, the prevailing character becomes more suburban in form, with established residential neighbourhoods in proximity of the site. This pattern of development reflects the gradual evolution of the settlement edge and establishes a clear relationship between the site and the existing residential envelope of Melbourne.

The site also directly adjoins land subject to the planning application DMPA/2025/0438, which sought outline permission (with access to be considered at this stage and layout, scale, appearance and landscaping reserved) for the erection of up to 135 dwellings. An appeal granted planning permission for this scheme on the 6th January 2026. The presence of this application on immediately adjoining land is an important consideration, as it indicates that the wider area to the north and west is actively being developed for residential development. The application site will sit immediately alongside a substantial new residential neighbourhood. In this context, the site would effectively adjoin the built-up settlement boundary of Melbourne, forming a logical and contained extension to the emerging pattern of development at the settlement edge. This relationship further reinforces the site’s suitability for residential use and strengthens its integration with the existing and proposed urban area.

Regarding connectivity, the site benefits from direct frontage onto Derby Road and proximity to Cockshut Lane, providing access for private vehicles as well as opportunities for pedestrian and cycle movement. Footways along Derby Road facilitate safe pedestrian connectivity towards the centre of Melbourne, enabling access to a range of local facilities and services including shops, schools, community facilities and public transport connections. The site therefore offers the potential for future residents to access a range of facilities and services by sustainable modes of transport.

In environmental and landscape terms, the site contains established vegetation and boundary hedgerows which provide opportunities for retention and enhancement as part of any future development proposal. These landscape features offer the potential to soften the transition between built form and the surrounding countryside and support ecological enhancements.

Overall, the site represents a sustainable location for residential development. It is physically and visually related to the existing settlement, benefits from good vehicular and pedestrian accessibility, and lies within convenient reach of local services and facilities. Its position at the edge of Melbourne provides an opportunity for sensitively designed development that responds to the character of both the adjacent residential area and the surrounding rural landscape.
